 Treaty Compliance Analyst

JOB RESPONSIBILITIES:

  • Compile a database of guidance documents associated with implementation of and compliance with arms control treaties and agreements.
  • Submit a summary of changes to  the following, along with their impact on Army operations, plans, force structure, training, and resources: treaty/agreement negotiations; recommendations/findings/decisions of arms control treaty implementations/problem resolution bodies as well as DoD/Joint Staff/State Department implementation and/or policy working groups; USG, DoD, Army, and international implementation and compliance reporting and certification requirements; inspection and visit requirements; data exchange and declaration requirements; notification requirements.
  • Assess treaty implementation activities conducted by the USG to ensure Army equities are appropriately protected from inadvertent exposure of classified and/or proprietary information.
  • Provide program oversight and IT support to DAMO-SSD. 
  • Participate in meetings, conferences, briefings, seminars, training courses, DoD Compliance Review Group sessions, policy meetings, DoS Backstopping meetings, Tanks, inspections and exercises.
  • Monitor information sources for items that have significance to the Army in matters relating to arms control treaty implementation and compliance.
  • Upon completion of an appropriate event, provide a synopsis to the Treaty Compliance Branch Chief and Division Chief.
  • Recommend special studies and research and analysis topics pertaining to arms control treaty implementation and compliance for approval and assignment.
  • Maintain a database of arms control treaty/agreement-related mission operations information.
  • Act as a liaison to DAMO-SSD for all areas dealing with arms control treaties.
  • Assist in the execution of responsibilities for the planning and execution of Treaty Compliance  measures.
  • Coordinate the development of a new and update of the existing Army Treaty Compliance Reference Compendium.
  •  Revise and update the Treaty and Surety portions of the DAMO-SSD Webpage.
  • Revise and update the Chemical Weapons Convention (CWC) Challenge Inspection (CI) Webpage.
  • Updaet the arms control treaty-related Voice Format Books.
  • Update the Notification POC List.
  • Support revision to  Army Arms Contro Implementation and Compliance Policy.

 

QUALIFICATIONS:

Education & Experience

  • BA/BS in a recognized engineering, scientific, technical, management or related discipline
  • 2 to 5 years of relevant experience:
    • a) Working with and supporting Service Staff Organizations including at the Service Headquarters, Joint Staff, or at the Office of the Secretary of Defense Level
    • b) Working arms control treaty implementation and compliance issues at a policy or operational level
    • c) Planning, directing, and managing complex projects/operations with multiple POCs
  • Strong written and verbal skills

Other Requirements

  • Active Top Secret/SCI Security clearance
